I guess i found the solution. Please check if the checkbox "ports dont allow deploying naval units" is checked. If so, uncheck it. first of all, this seting affect both real and dirt ports, if real port allows deploying ships but a built one doesn't, not this setting will be the solution secondly, ...

What are LE+ icons? those icons which have names (also a unique id) starting with the "le" initial, so e.g. le049 or led38, etc. if you are a player, you really shouldn't worry about the details, just use the latest openicons package. efile makers can read the related thread and know what new icons...
