No bug, torpedo special only works if class is 11,12, 13 or 14 (Fighter- ATP) that is: only for AIR class units, so recon class unit cannot use the torpedo special. :( Uh, thanks. And, to help with testing, a test scenario... :)
A composite submarine, low on fuel and ammo, and a composite supply submarine ("Milchkuh"). You'll have to set the relevant "supply" bits in Open Suite though.

(Beware, it's a whole E-File + scenario, not just a scenario.)
