Thank you Luis, that worked. I clicked on Caesar and then clicked on Rome and he moved and I am now able to continue.
Usually when you click on an icon the the screen shows the allowable movement, where as on this map nothing happened so I assumed it wasn't working.

I was playing the Caesar campaign using the AG e-file. After scenario 15, I tried to play the crossing the Rubicon scenario but a map of Europe appeared showing VH flags in Gaul and Rome but there were no placement hexes to allow a player to deploy units.
