I believe that if a unit deserves a leader, must have it.
That option requires deep changes in code and would raise lot of undesired side effects, making the executable un-stable again.

It is related to units having fire/spot to zero. Default PG2 is to be the same having 1 or 0,. So units with spot stat set to zero really don't see any adjacent hex when this setting is enabled.
