I could not repilcate the issue either. I checked old versions of the efile, downloads from dropbox and og homepage, my old savegames, toggle tiled maps and picture maps and so on. Everything i tried worked fine

Actually the setting is variable and can be changed for every campaign, but so far i use only a general setting on efile level, so building facilities or repairing a hex takes the same duration in turns in all campaigns.
