I guess i found the solution. Please check if the checkbox "ports dont allow deploying naval units" is checked. What are LE+ icons? those icons which have names (also a unique id) starting with the "le" initial, so e.g. le049 or led38, etc. if you are a player, you really shouldn't worry about the details, just use the latest openicons package. efile makers can read the related thread and know what new icons...
