Units are not promoting leaders any longer

I just joined the forum and am not able to send personal messages yet. I have been directed to "PUMA", because I have been playing the "Germany at War" Campaign and encountered an anomaly. Since completing Scenario 6, I no longer am agle to get any leaders. I have played all the way up to Scenario 14 and have never received any new leaders. I am not a great tech, but I have tried to look for some reason for this and a possible way to correct this. As I have said, I am have continued playing the scenarios and am about to start 15. But leaders are important (and Cool!) and it is a little disappointing seeing my units going up levels and never getting leaders.

I really appreciate all of the effort that has gone into Open General and I am reaping the benefits of your labor. But I really would like to know what I could do to fix this.

The reason is probably because you have already 15 leaders, but to be sure coul you send me by email a "victory" savegame for any scenario after the 6th?

Ahhhhhhhh!!! I was not aware of this limitation. I do indeed have 15 leaders. And I do indeed "Know Nothing!" Thanks for letting me know. By the way, I have always loved this game, and I am greatly enjoying the process of exploring all of these wonderful options. Thanks to you and all of your cohorts.
