SOUNDS: Number reservations

In the past there was some mess in the sounds: the same number was used for different sound files and the same sound files had different number.. E-files using SFX specific folders was not the best solution in any way.

That's why we decided to use the same system what we already had for the maps: the efile makers should ask a new number before creating their mp3 to avoid the confusions, and the created mp3 files are stored in the main SFX folder in the repository.
